Extend range of UID (dec) field do 999.999.999.999 #5

When we use keyrings of another brands like Intelbras, it has a prefix '72'(hex) or '1913'(dec) and this results in number like 1.913.493.837(dec). The actual range for integer is 999.999.999

Monstrengo-Web was with a short range in f:validateLongRange inside updatePropertyPrimitive.xhtml
