Windows, how to disable rescan all folders after every block? #2

after every new block startng rescan plots and the more there are, the more time is wasted. I have 261 plots on 3 folder and scanning takes 6+ seconsd. This is normal?

it's a constant before chia version 1.1.3，it will be a configuration after us updating 1.1.4
