Manual in rst format #4

Hi Heng,

what do you think of also adding the manual in restructured text format like this:

https://github.com/ialbert/bioawk/blob/master/README.bio.rst

as you can see GitHub recognizes it and automatically generates html webpage from it. It makes easy to document the project.
