New seqtk release

Hi all,

Last seqtk github release is almost 2 years old. The code has seen quite a few changes since then. Would it be possible to have another release sometime in the near future?

@lh3 could you please make a new release (1.3 / r102) ? Here's the link: https://github.com/lh3/seqtk/releases

the seqtk trimfq -L vs -l bug is still in this release, and you've added a few more options.
