'peervote' is not in the npm registry #9

I run this project on Ubuntu 16.04 and npm version is 3.5.2 when run docker-compose up it says 'peervote' is not in the npm registry. npm ERR! 404 You should bug the author to publish it (or use the name yourself!) could someone help me?thank you!
