About support for rasa-core version 0.14.5 compatible for tensorflow version 1.13.0 #96

I have done a docker image. I am facing the below issue. rasa-core 0.14.5 has requirement tensorflow~=1.13.0, but you'll have tensorflow 1.14.0 which is incompatible.
