Merge ALLC error #18

Some mC bulk ALLC file has much smaller coverage that it should be, seems due to GCP upload fail silently

[x] Find out problem ALLC by generating base ds chr19 count and compare to MCDS chr 19 count
[x] Fix problem ALLC
[x] Regenerate BaseDS

This error is due to some merge ALLC not successful, the problem is solved by regenerate those allc.

I checked chr19 overall sum between BaseDS and MCDS, and confirmed all BaseDS counts are similar to MCDS counts (small difference due to difference in >2 base call)
