The LICENSE.txt is apparently Apache License 2.0.
However, the license file is not yet properly filled out.

This isn't a bug.  This snippet isn't part of the license.  It's an appendix, 
instructing licensors how to apply the license to their work.  So, it shouldn't 
be 
specific.

If there are any source code files that don't specify a copyright, let me know 
and 
I'll correct them.
