Fail build on Checkstyle violations #626

Some checks have been disabled, some have been commented out, some issues have been fixed.

After this has been merged anybody can add the now-inactive rules back, but then of course at the cost of having to fix up violations.

Thanks. I agree that this is the right way to conform to a standard. Start small and expand.
