make reusable action for policy evaluation parsing

I want to add the policy evolution result formatting jq to the reusable workflows of the https://github.com/liatrio/gh-trusted-builds-workflows/tree/main/.github/workflows repo,

so that, it can be reused by anyone and the evaluation-results.json cannot be tampered with/faked.
