Install slurm (from Ubuntu slurm-wlm) and use it to run "remote" tests

closes #15 closes #1 (finally)

All the tests pass, but the docs workflow is failing. If anyone wants to look over the changes I'd be happy, but I don't think it's necessary - they were pretty straightforward.

@gelzinyte do you have any idea what might be happening with the docs?

updating jinja2 seems to have fixed it?
