License the code under LGPL-2.1 OR BSD-2-Clause #46

We should put a license on the code in this repository to make it clear under which conditions it can be used. This change proposes licensing it under LGPL-2.1 OR BSD-2-Clause, similar to libbpf.

I wonder if GH will properly detect the license and display it/use it in searches: https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/adding-a-license-to-a-repository

I expect it to do the same as in the libbpf repository: license
