Update curl to 8.4.0 to fix CVE-2023-38545. Ref: https://curl.se/docs/CVE-2023-38545.html

[ ] Ensure https://github.com/curl/curl/issues/8741 does not affect Windows any more.

Will be backported to cpr 1.10 as well as 1.9.
