PayPal is a USA company, and the USA doesn't allow companies to transfer money to Crimea. I don't know if now they don't allow sending money to territories annexed by Russia as well. In any case, you should ask PayPal why the transfer was blocked.

I think you missed an important bit of info in the original post, where the OP says that direct PayPal transfer works but the same transfer with Liberapay doesn't:
I did try a direct PayPal transfer and that one worked.
We can't do nothing on our part. Use Stripe or wait until the war ends if this issue still persists. Sorry...

I tried sending money to support a friend on Ukraine using Liberapay via PayPal. PayPal errored out saying they can't transfer due to international regulations:

I suspect PayPal has different paths for "family and friends" and for "goods and services" and Liberapay uses the latter which is not supported on Ukraine.
Do you think this is the case?
Can anything be done about this on Liberapay's side?
