Allow users to "like"/"star" people and teams #48

Suggested by @Zatalyz in IRC, for when a user is thinking "I like this but I can't or don't want to donate at this time".

I think a solution better than the one you suggested at #841 is warranted. Otherwise we could end up with things like this, where patrons gets high but donations flatline:

I had no idea that was happening. Can't we define a % of the income and then have it be auto-assigned? Because frankly initially I thought those takes were %.

I'm pretty sure this wasn't happening last week, it's the result of the Patreon debacle pushing people to donate to Mastodon on Liberapay, thus increasing the team's income far beyond €30.

The takes are money amounts, but if there isn't enough income then they act like percentages. This is explained in https://liberapay.com/about/teams.

I'd like to +1 this. I explained my personal workaround for this (making a very small contribution to have those projects appear in my "Giving" panel) in #1144.
