Evacuation of remaining wallet funds #42

We still have more than €10k stuck in wallets.

Last week I implemented the possibility of paying out funds indirectly through the Liberapay org (https://github.com/liberapay/liberapay.com/pull/1395).

Today I transferred funds from 30 users who have connected a PayPal account and have a balance of at least 1 euro or US dollar. I then logged in to PayPal to see about doing a MassPay, but that feature isn't turned on:

Today I've finally paid out the funds from the 30 wallets I emptied back in January, plus 10 other wallets, to PayPal accounts. The sums were €830.27 and $353.73. Out of that $216.79 were rejected because the recipient's account is restricted.
