Change of postal address, and bank account closure #57

My father has died. His house was officially the headquarters of the Liberapay org, because I lived there when the org was created. The org's first bank account, which we don't use anymore (but still has a €408 balance), is at a local bank for the same reason. Since the house won't stay in the family we have to change the headquarters address, and since I've moved to another region we should close the bank account.

@jorgesumle I need your consent to move the headquarters to my current address and close the bank account.

I've sent a message to the bank about closing the account, submitted the paperwork to officially change the headquarters address, and updated the address in https://liberapay.com/about/legal.

@jorgesumle I need your consent to move the headquarters again. (This time it's to a property that my family has bought, so it should be a stable address.)

@jorgesumle I'm sending you by email a copy of the Liberapay bylaws that I need to submit to the French administration and to Stripe. To reduce the risk of it being rejected, I'd like you to add your signature to it and send it back to me.

I got Stripe to accept the document, after tweaking it so Liberapay's postal address appears in it in exactly the same way as on paper mail.

The web service to submit the bylaws to the French administration is currently down for maintenance, so I'll deal with that later.
