Enhancement: offer support for small caps #23

Would be great to see support for small caps in the Liberation fonts.

Note that currently there does not seem to be a free font that is visually/metrically compatible with Times New Roman in Small Caps. Fonts that offer Small Caps (GNU Freefont, TeX Gyre Termes, Linux Libertine and Libertinus) all have a too small height for the small cap wrt Times. In fact they set the small caps height as the x-height which is common but not what actually happens in Times.

The Polish TeX User Group (GUST) published a guide to implement small caps glyphs, this is available in the following presentation, page 37-41: http://www.gust.org.pl/projects/e-foundry/tex-gyre/afp05.pdf

On Windows 10 small caps are already done in both Arial and TNR fonts, if you get a Windows 10 VM from Microsoft website and run it, you will get them. https://developer.microsoft.com/en-us/windows/downloads/virtual-machines/

Alternatively, if you just want to get newer TNR and Arial to explore, you can just copy from other PC running Windows 10, or get an ISO image from: https://www.microsoft.com/en-us/software-download/windows10ISO Then you extract install.wim from there after your download task finished. Next you can open this wim file with file archive software (such as 7-Zip) to find them out.
