Thanks @david-terrett - I pushed up a commit slightly modifying this (d929abd) - my reason for this is the process I put in https://github.com/liberfa/erfa/blob/master/RELEASE.rst now has it as the final release step to update the configure.ac version information. So I'll do that in a follow-on commit when I actually do the release.

(awkwardly, that makes this a bit inconsistent because the README does reference the new version... will update the releasing instructions to say something a bit more consistent there).
