Update to SOFA 20210125 #77

This is partially because Pat Wallace mentions that our version was out of date when discussing #76.

I don't think it is going to solve that problem, but the update does include a few accuracy fixes for polar motion. And anyway, we should be up to date!

Note that I made a change to erfa-fetch to include the "This revision: date" line since without it, it is difficult to know just by inspection whether a file is different from what is included in SOFA.

I've prepared a tarball for distribution once this is approved.

Ah, good, the travis check still worked, so this can be reviewed...

Darn, I managed again to have a problem where config.h does not have the right PACKAGE_VERSION. Fix coming up...

Hmm, actually the problem is not in the release (though the tar ball was bad), but that in pyerfa I had left some files around that I shouldn't have...

I'll re-push the tag and re-release.
