Replace Pollution law with International Waters Draft #8

The primary reason for the pollution law was to protect the Danube as it is an International body of water. That protection is better served by a draft concerning International Waters and Waterways.

The pollution law was too broad and could be used to prohibit a wide range of activities, bringing it into conflict with the Constitution.

I'm closing this as I feel the issue would be better dealt with by dealing more broadly with Treaties and how they are to be implemented in Liberland.
