Add ADR on image tagging (#36) #37

Since I have had less than a week at elife I welcome many eyeballs to see if this works for our various products and am very open to suggestions for alternative strategies.

I'm also don't think that the below is 100% clear, should the component and umbrella not be different, e.g... component = 'liberoadmin/reviewer-client' umbrella = 'liberoadmin/reviewer'

In the reviewer case the umbrella repo does not produce an image. It only combines the various reviewer, libero and external components in a compose file. Also I think that if we were to repush the images into a separate hub repo we would loose the fact that multiple tags refer to the same image.
