Add Data Availibility section #549

@will-byrne Can you review the code. I have yet to add the content which will be done by tomorrow as needs to be complete and signed off for going to production tomorrow.

@will-byrne I have added the content for the new Data Availability section. There is only the last few changes for the Journal Policies which is on the same Word document. Ticket #7405.

Once these are done then it can go to staging for the relevant stake holders to approve.

This looks good but it needs a browser test, ill approve it and we could pair on the browser test later if that sounds good.
