BrawlBox REL Buffer Fix #190

Fixes issue where editing a module in BrawlBox would remove buffers between sections. Though this doesn't appear to immediately have any negative effects on the file itself, much of module editing is done via knowledge of offsets which this is detrimental to.

The last commit is the only relevant one here. The others were mistakes and me ensuring my REL scripts were up-to-date with the main branch
