Updated to gradle 6.1 to use a few minor features. If a problem can likely be reverted.
No need for special local repo publishing as gradle creates publishToMavenLocal task for us.
Version automatically adds "-SNAPSHOT" when not building a release build. (-P RELEASE on cmd line)
Signing only occurs during publish task (Not publishToMavenLocal) when publishing release builds.
./gradlew -P RELEASE publish
