Move props files to net46 folders #85

This changes the TFM of the props files for the .NET Framework to net46. Switching to net46 makes it easier to use LibGit2Sharp from inside Visual Studio components and extensions. See https://github.com/github/VisualStudio/issues/1849#issuecomment-411570902 for details.

Going to go ahead and merge this so I can get the LibGit2Sharp PR up.
