This PR switches the versioning of the repo to use MinVer.
I ended up running into https://github.com/dotnet/msbuild/issues/4194 on the CentOS 8 and Fedora 36 images, so I have removed those from the test matrix until I look into getting the glibc-langpack-en package installed on them.
EDIT: The images have been fixed, so I have put them back.
