CI: add a basic Android workflow using Android.mk #73

This is basic, but seems to work. (I also locally tested Android.mk and it works.)

Off-topic: Your CI workflows are setup so that they are only run on master branch: That's annoying because a fork cannot test a patch created in a branch. Would you accept to change that?

OK, added an extra commit here to allow workflows to run on any branch.
