Rename root makefile #1283

Feature Request

In order to reduce the amount of logic in the makefile we can rename the file to prevent users from running it in the SJSU-Dev2 root directory and will allow us to remove the logic within it for checking if it is in a project directory.

Very little value added by this refactor.
