more visibility to python bindings #23

@teseoch I've updated your text a bit more. The homepage already has bibtex information so I don't know why you've added it a second time.

Then I would suggest to either reduce the number of items on the homepage of the libigl website (we can have a "quickstart" page or smth which is super useful), or move the "citation" section. But putting the bibtex in your face before the introduction paragraph doesn't make a lot of sense. Now that we have a proper website it would make sense to reduce the "clutter" on the welcome page if necessary. But maybe as a separate PR. We can also have a dedicated "Citation" page in "About > Citation" right after "Changelog".
