update Install #4

Please explain it: KOHA_CONF=~/koha-dev/etc/koha-conf.xml plackup app.psgi

-bash: plackup: command not found

It is posible to get a INSTALL that work with a plain debian7. Thanks

Thanks for putting your attention toward our installation docs. They definitely could use more examples. However, a commit message is not the appropriate place to file an information request. Content of commit messages should be constrained to a description of the purpose and effect of the change, developer insight into caveats or FIXMEs. For that reason I'm going to close this pull request and invite you to submit another one with proper commit text. If you find inaccuracies or ambiguities in the INSTALL doc, please file an new issue here on Github.
