Rule for composite unicode version of 3 characters in bengali.cti missing #932

  1. The character \x09DC can also be represented as \x09A1\x09BC
  2. The character \x09DD can also be represented as \x09A2\x09BC
  3. The character \x09DF can also be represented as \x09AF\x09BC

There is no rule for the representations using 2 Unicode characters. Since the two representations are used interchangeably it is important to cover both the representations in the table

@shivamsid Did you hear anything from Dipendra Manocha and Sreeja Parameswaran?

By the way, would you happen to have some official or unofficial documentation about the braille code that backs up your suggestions? We would like to refer to such info in our own documentation if possible.
