cpuid init #2

Where would cpuid init function (e.g. cpuid_x86_any_init) be commonly called in a betterC library? I thought module initialization was the best place so far, but that's out the window with betterC, right?

It can be init by user, another module constructor, by utility. It is safe to call it multiple times
