PRIMER_INTERNAL_MIN_TM and PRIMER_INTERNAL_MAX_TM setting raise Error #142

Hi, I am using the latest version of primer3-py. When I set the following params, it will always raise error: ”Optimum internal oligo Tm lower than minimum or higher than maximum“

'PRIMER_INTERNAL_MIN_TM': 68.0 'PRIMER_INTERNAL_MAX_TM': 72.0,
