blank url does not trigger bozo "bit" #228

What steps will reproduce the problem?
1. d = feedparser.parse('')

What is the expected output? What do you see instead?
bozo "bit" should be set but is not

Please close this bug.

No error was encountered in the empty string's decoding or parsing, so bozo 
doesn't get set.
