Update IPFS Conf date #33

We pushed IPFS Conf to 2019. It won't be in November.

This is an old PR -- but it is little, and updates incorrect info. Imma go ahead and merge.

cc @daviddias I heard grumblings about a date being set (or close to being set). Is that the case?
