Changed to "[Protocol Design]". Not a protocol at the level of bytes, but it has the same input (a group of people) and output (a simple RFP with ideas on project organization).

Marked this as unconf. I'm hoping we'll have time to discuss it, but I don't want to use up the limited protocol design slots on this, which is a broad and complex topic that will require a variety of stakeholders to provide input.
