refactor the docs process #20

Issues are now only for tracking status. Specifications will now live in markdown documents, and they'll be submitted via PRs.

@mgoelzer yup, a few more steps (forking, PR, etc.), but it's the best way to trace changes and trigger email notifications on activity.
