chore(cfg): update new issue templates #347

Updating the new issue templates to use the new YAML configuration system. This makes it similar to the other libp2p implementations and adds links to the technical discussions forum as well as the libp2p community discussions forum.

Yeah, LGTM. I checked go-libp2p and liked how it looks. Also provides useful links as mentioned.
