start of the contribution guidelines

@mcollina There's a little more I need to do on this tonight, completing the data package docs and documenting shell and sdk, but there's plenty to review already - can you check the docs as-is look okay and if they are I'll fill in the last gaps tonight

This started as just the contribution guidelines, but there's a lot of overlap and interlinking so rather than review docs that have links pointing at empty files I'm putting it all here.
