gossipsub: add eth2 developers to interest group. #290

Nominating gossipsub developers from other libp2p implementations that Eth2 uses to be notified of changes in the gossipsub spec: @protolambda, @djrtwo, @dryajov, @mpetrunic, @AgeManning, @Nashatyrev, @mhchia.

In the interest of expediency, I'm merging this PR to apply the IG membership changes. If you'd like to make amendments (e.g. remove yourself or add other peers), please let me know.
