Hi!

The commit messages should be pretty straightforward and describe what this PR does well. Mainly:

migrate all python 2 code to python 3
update PYSimpTradConverterTable.h
fix broken links in readme and makefile
bump the minimum python version from 3.2 to 3.7. This should be very safe given 3.7 is the oldest python version that is still supported and debian oldstable is on 3.7.
