new example using ML method, modal, needs revision #191

I have just added a new example in both Queso example dir and also in its user's manual. The original code is in: https://svn.ices.utexas.edu/repos/pecos/uq/appls/modal/

I'd like someone to look at the 'modal' section of the user's manual, especially at the results, to make sure that this example is correct.

FYI: the autocorrelation plots don't behave as I expected, but I am no expert here ;) .

FYI2: I reverse engineered the likelihood functions; and I found absolutely no documentation about this application.
