What we need to do here is take advantage of a process similar to https://fedoraproject.org/w/index.php?title=User:Sgallagh/FirstTimeSetupDraft to generate a one-time systemd service unit that will deploy the role after the first startup.
Ideally, this should be implemented in rolectl so that the following should work:
rolectl deploy --next-boot --settings-file=settings.json role
