Pendingrole List and Cancellation #39

There should be a way to list and cancel pendingroles. This is needed if the deploy failed at the next boot and also to remove a pendigrole that has been created by mistake.

The plan is to have rolectl list instances --deferred provide a list of instances that can be canceled and rolectl decommission --deferred <instance> remove them.
