What specific model of the Apex Acceptor is required?

The skyhook uses the Apex 7000, but the pyramid validators are not a good thing for euros because the larger bill allowed is the 50€ one.

Sorry I have not researched the bill validator market, just played with what I have. The JCM bill validator that comes with the lamassu ATM is much better and the lamassu code is software libre now: https://github.com/lamassu

If you do some research and find something interesting please comment.

Is the JCM compatible with Skyhook?

I think that it would not work out-the-box with the skyhook. I guess it should be possible to adapt the code from the lamassu sources. Or to write the needed piece of software from scratch.

I found these models with broader country range. I am not sure of the interface, and what would be a good option. If a raspi is used, then a USB/RS232 might not be back provide it can be programmed. If a stand alone android is used, then I suppose the USB to RS232 might still work, it may be a bit more complex in development.

If I wanted to stay in the 5/10/20 Euro range, would you recommend the Apex 7000? Just curios to hear your opinion. Considering this device would be inside a premise all the time.

Yes, USB to RS232 should work. But if you use it stand alone on a tablet, the hardware has to support USB OTG. The nexus 7 support it, and the first lamassu was made with it, so it is possible and the code is there to use with a JCM validator.

The Apex 7000 does work, but I suspect that the JCM validators are better. The reason is that got both with an old firmware and when tried with the "new" 5 and 10 euro bills, the Apex accepted them and the JCM refused them until I updated the firmware.

I found a really nice app, that allows you to check if your device is USB OTG capable. Maybe you can include it on you list of apps.
