Add customizable themes based on Bootswatch templates #15

Create a toggle-able theme set for libreForms that include, at least, light and dark mode. Bonus points if we can configure custom themes.

Delivered using bootstrap 5, dark mode (only) by default. See 9619d5be68b38593d898cf5d4581f0609c5138ac.
