Ensure that all projects on liberecores have an open source license #111

There are a number of projects which do not have any license listed or included. Perhaps we could encourage the project owner to make up their mind and select an open source license.

I have not seen this yet, but we should only allow listing of an "orphan" project if the copyright holders have released the project under an open source license.

I want to add to this, that I finally made up my mind and think we should only allow open source licenses from a list of approved licenses.

This could be OSI approved plus Solderpad, OHL and OHDL for example (we are working on the latter to get OSI approval).
