Support for custom redirect rules #1012

Sometimes i want to migrate from a old deprecated domain to a new domain. This is not always possible to do on the server side (consider the case of a community fork for example), so it would be great if i could configure custom redirect rules in libredirect, i.e. a regex rewrite rule.

That is meant for Redirector. We focus only on frontends not other sites which is out of the scope of this project.
