Include auto-defer mechanism in deferable-reboot #1023

There is an auto-defer mechanism in LibreRouterOS here:

https://gitlab.com/librerouter/librerouteros/-/blob/librerouter-1.5/files/etc/uci-defaults/90-cron-defer-reboot

This should be included in the deferable-reboot package, and the pinged IP should be moved to the lime-defaults config file.
